Canadian Import customs clearance guidance

The Canadian customs procedures are renowned for their complexity, but don't worry. We will be with you throughout the process. Wilcan logistics has over 30 years of rich experience in relocating personal items to Canada. We know how to simplify the import customs clearance process for you. Wilcan logistics provides you with the documents required by the Canadian import customs authorities through your online member account. The first step is to log in to your account. From here on, you can complete all the necessary online shipping documents for us. Including the following:


Packing list: A detailed list used to accurately record each individual item in the shipment.


Insurance policy: To protect your belongings from accidents, unforeseen events, or damage.


Passport scan: Depending on your actual situation, you may also need a visa scan.


Returning residents, new immigrants and Canadian citizens arriving in Canada are required to complete the “Personal Effects Accounting Document,” also known as the BSF186 form. This form must be prepared in two copies: one for customs and one for your personal records. To avoid taxes or customs duties on your belongings, the BSF186 form must be stamped at the red customs declaration counter at the airport upon arrival in Canada.


Please note: According to Canada's strict customs regulations, when your personal items arrive, you must be in Canada yourself. Our colleagues from Wilcan logistics's local company in Canada will notify you when your items arrive and await import customs clearance.

The customs documents need to be submitted by you in person to the customs office of the city where the item is located. Even if this customs office is far from your own destination, you must go there in person and it cannot be submitted by someone else on your behalf.


Once customs clearance is completed, your "CargoControlDocument" (provided by us) will be stamped as "permitted PARSPERMITTED". Next, please send us your customs clearance certificate via email and we will arrange for the delivery of your goods.

From the start to the completion of import customs clearance

First, please log in to your member account to complete our online shipping document form, which includes:


Packing list: Please register and list all personal items you are moving in full. You can register online or email the detailed packing list to our port company.


Passport: Please upload a scanned copy of your passport (the photo page and the signature page) or email it to us.


Copy of visa: Upload it online or email it directly to us.


Insurance Policy: If you need our insurance services, please be sure to register online.


We will provide you with assistance throughout the process of filling out the form. Please make sure that the information you enter in the forms is completely accurate, as these forms will be submitted to the customs authorities of the destination country.

Tax exemption conditions for personal items

When the following conditions are met, the personal items you consign can be imported duty-free

1. Your status is that of a Canadian citizen or an immigrant who has recently obtained residency:

a. Personal items that have been used for more than six months before transportation.

b. Some new items may also be duty-free after being inspected by the customs at the destination.

c. For other items that do not meet the conditions, customs duties will be required to be paid after customs review.


2. For Canadian citizens, if you have resided in a country or region outside Canada for more than 12 months and wish to move your personal belongings back to Canada, you need to provide the following relevant documents:

a. Proof of overseas property purchase and sale.

b. Proof of termination of the work contract +

c. Proof of daily life:

· Bank statement record;

· Property bills (such as water and electricity bills);

· House rental receipt;

· Medical insurance documents


And any other valid documents that can prove your residence in the local area for more than 12 months. Please be sure to keep such documents. The customs at the destination may require you to provide them.


3. If you are a student, tourist or person holding a work visa entering Canada:

a. All personal items checked in must be for your own use during your stay in Canada.

b. When your short-term stay in Canada ends, all the items you initially imported must be exported in full.

c. All imported items shall not be resold or discarded before the consent of the customs.

All Canadian citizens returning to Canada or recent immigrants must complete the BSF186 form, "Personal Effect Accounting document", and have this document stamped in the red lane of the airport when you arrive at the Canadian airport to avoid customs duties/taxes.

Import customs clearance completed - delivery
When your personal items arrive in Canada, we will notify you of the arrival as soon as possible. Please be sure to email your customs clearance documents to our office in a timely manner.

When your personal items arrive at the destination, the staff of our Canada office will contact you to confirm that you have arrived in Canada, as import customs clearance must be completed on-site by yourself.


Our Canadian office will email you all the documents you need and provide you with a detailed customs clearance guide on how to fill them out. These documents must be submitted by you in person to the customs office in the city where your consignment destination is located.


When your goods have been cleared for import, the customs will stamp your "Cargo Control Document" with the stamp "PARS PERMITTED".


Please email or mail your import customs clearance completion (stamped and released) documents to our office in Canada. Once we receive your customs clearance completion documents, we will contact you and arrange the delivery of your goods according to your requirements.

Warm reminder:

1. Your wedding gift can be imported duty-free. Please mark it in detail in the packing list and provide a copy of your recent marriage certificate.


2. The estate you inherit can apply for duty-free import: A. a copy of the death certificate is required; b. Present a detailed list of inherited items. c. Present a notarized certificate of the will signed by a notary public office.


3. If you want to move your mattress from home into Canada, please note that you must find qualified personnel at the export location to clean and fumigate the mattress, and attach a certificate signed by the exporter and the relevant cleaning personnel to avoid the mattress being detained or refused entry by customs upon arrival in Canada, as well as various additional costs (such as customs inspection fees, storage fees) Handling fees, etc.


4. Some modern artworks and antiques permitted for export by the state can apply for tax exemption. For modern artworks, relevant purchase invoices must be presented. b. For antiques, relevant exit permits for cultural relics must be presented.


Attention! China strictly manages the export of antiques. Cultural relics without an exit license for cultural relics are prohibited from being exported.
