A. Qualifications of the Subject and Items
1. Recipient: This must be done in the name of an individual person; companies, organizations, or other entities are not eligible. If a man and a woman, both foreigners, handle the personal belongings clearance in their individual capacities, they meet the eligibility requirements.
2. Nature of the items: Mainly personal items for daily use, such as furniture, clothing, kitchenware, etc. If it is used for profit (such as a large number of brand-new products, professional profit-making equipment) or for non-personal purposes (such as surgical knives, aircraft parts, etc.), it cannot be cleared as personal items. Moreover, the items must not be on the customs or quarantine prohibited entry list, such as drugs, ivory products, controlled knives, imitation guns, yogurt, etc.
B. Document Preparation
1. Basic document: Customs Clearance Declaration Form (CBP Form 6059B) : Fill in the declaration of items to be carried upon entry.
Packing list or inventory: Clearly list the item description, quantity and estimated value;
Invoice or receipt: As a purchase voucher (if there is a purchase behavior);
Personal Effects Statement (CBP Form 3299) : Used to declare personal items;
Identity proof: Generally, valid documents such as a passport are used.
2. Special Circumstances: If the items contain special types (such as those with electrical appliances, voltage compatibility needs to be considered, etc.) or involve tax exemption declaration (for new immigrants, etc.), supplementary materials may be required. For example, when new immigrants apply for tax exemption, they need to provide a photo page of the passport, a copy of the visa, a customs clearance authorization letter, and an English packing list of the items (including the item name, usage period, value, etc. It is better to provide the original purchase invoice/receipt).

1. Tax exemption situation
a. New immigrants or U.S. citizens who have lived abroad for more than one year are usually exempt from tax if they bring in household luggage and personal property that have been used for more than one year for their own use.
b. Daily necessities (clothes, kitchenware, etc.) and personal property (furniture, jewelry, electrical appliances, etc., not for commercial use and used for at least one year) are tax-exempt.
c. If the quantity or nature exceeds the reasonable range for personal use (such as a large number of brand new unused items), a tax may be levied.
2. Taxation situation:
a. For brand-new items or those that have been in use for less than 12 months, customs duties may be charged based on their type and value.
b. The tariff on ordinary brand-new items is approximately 6%.
C. New textiles, dormitory furniture, etc. may be subject to anti-dumping duties ranging from 30% to 45%.
d. Additionally, for alcohol, tobacco leaves and cigarettes that exceed the limit, additional taxes must also be paid. (Generally: Within a family, each adult carrying 0.95 liters of alcohol, 300 cigarettes or 50 cigars or 1.35 kilograms of tobacco leaves (not produced in Cuba) is tax-free.)
Warm reminder
Item compatibility: The voltage in the US is 110V. Before bringing in domestic electrical appliances, make sure they are compatible; otherwise, they may not be usable.
Carrying temporary personal items such as tea, coffee and medicine should be controlled within a reasonable range for personal use (such as the consumption of an ordinary family for 2 to 3 months).

2. Transportation and Declaration: After the items are delivered to the United States, the transportation company will handle the transportation and customs clearance arrangements. The customs (CBP) may inspect and verify the declaration form, packing list, etc. It is necessary to ensure the authenticity and accuracy of the declared information. Underreporting the value or falsely reporting the product name (such as reporting electronic products as "gifts") may result in the detention of goods and fines.
3. Time and Port: If the transportation is from another place, the process will be relatively long (initial review in the other place -> customs clearance -> declaration at ports such as Shanghai -> re-examination -> inspection -> tax payment -> release -> transportation, approximately 10 working days). For items destined for inland cities in the United States, customs clearance is mostly done in Los Angeles (Western U.S.) and New York (Eastern U.S.), and the customs clearance time at most ports is relatively long.
4. Compliance declaration time: Due to anti-terrorism requirements, ships must declare AMS to the US customs declaration system 48 hours after leaving the shore and ISF 24 hours before departure. Any delay in declaration may result in a maximum fine of 5,000 US dollars
5. Release and Reception: After customs clearance is completed and taxes and fees are paid (if any), the items will be released and we will complete the final delivery stage.
